NCR-CITC Action Plan Approved

The NCR-CITC Action Plan incorporating specific programs were approved during its 4th Quarter Meeting held on 11 December 2017. The meeting followed immediately after the NCR Construction Industry Tripartite Council (NCR-CITC) Symposium held at the Itchikawa Auditorium at the Occupational Safety and Health Center on the same day. The Vision and Mission of the NCR-CITC was also approved by members as well as two further Resolutions requesting the Occupational Safety and Health Center (OSHC) to conduct the 1 Day Safety Orientation for Construction Workers on a daily basis and the provision of free safety training (COSH, BOSH, Scaffold Erection and Safety, Training of Trainers, etc.) to construction workers respectively.

The approved Vision and mission are as follows:

Vision

An action-oriented, vibrant, and proactive ITC working to achieve a just, equitable, sustainable, and level playing field in the construction industry.

Mission

  1. To promote a culture of safety and health;
  2. To promote and monitor compliance with all statutory requirements, including but not limited to construction and labor laws;
  3. To promote programs in furtherance of its vision, as well as the objectives for which it was formed including but not limited to the following:
    • working conditions particularly occupational safety and health, and social protection
    • productivity improvement
    • skills training and certification, and
    • other educational programs;
  4. To review existing and proposed policies, and laws, and recommend tripartite positions on the policies and laws affecting the construction industry;
  5. To pursue a proactive role in promoting industry growth and harmony through cooperation, consultation, and dialogues; and
  6. To maintain the openness of the sectors to communicate their concerns as a means to sustain cohesiveness.

The Programs approved in terms of the NCR-CITC Action Plan fall in two categories namely, Enforcement and Capacity Building. Enforcement includes advocating for the strict enforcement of contractors’ licensing as well as labor and safety standards. Capacity Building includes the development of human capital in the construction industry through skills training, certification, values formation, work ethics, etc.

Enforcement will include the reporting of unlicensed contractors, request for revocation of Business Licenses issued to unlicensed contractors, reporting unsafe and non-compliant construction sites, a wall of shame, Round Table Conference with NCR Building and Business License Officials, information dissemination, etc. Capacity Building will include skills and other training of construction workers, continuous training for construction professionals, labor laws awareness, etc. The approved Resolution 03 and Resolution 04 referred to above is the first step in this Program.
