The National Capital Region Construction Industry Tripartite Council (NCR-CITC) is holding a Symposium on 11 December 2017 at the Ichikawa Auditorium, Occupational Safety and Health Center (OSHC) in Quezon City. The participants are NCR-CITC members, the NCR Regional Directors of DOLE, DTI, DILG and DPWH, the Professional Regulation Commission (PRC) and Building and Business License Officials of NCR Local Government Units.
The Symposium will revisit Joint Administrative Order (DTI, DILG, DPWH, DOLE, PRC) No. 01 series of 2011 (JAO No. 1) which was issued after the Eton accident in Makati City in 2011. Among other directives, JAO No. 1 set the following:
- Requirement of a DOLE approved Construction Safety and Health Program (CSHP) as prerequisite for the issuance of any Building Permit by local Building Officials; and
- Requirement of a valid PCAB license as prerequisite to the issuance of Business License by LGU BPLOs to construction contractors.
The Symposium comes at a crucial time as Business Licenses are up for renewal in January. DILG will be able to remind the attending Business License Officials of the PCAB license requirement. This is particularly important as only a small percentage of contractors are licensed as required by the Contractor’s License Law (R.A. 4566).
The Keynote Address is “Ease of doing business vs. requirement of DOLE-approved CSHP before issuance of Building Permit and PCAB license as requirement for construction contractors to secure Business License”. Atty. Ruth B. Castelo, Undersecretary for Competitiveness and Ease of Doing Business Group (CEODBG) Department of Trade and Industry was invited to deliver it. USec. Castelo is still to confirm her participation.
The Symposium includes the 4th Quarter NCR-CITC meeting for the Presentation and Adoption of NCR Construction ITC Vision, Mission, and Work Plan.
