Enforcement and capacity-building endeavors were the focus when the National Capital Region – Construction Industry Tripartite Council (NCR-CITC) convened on 25 January 2018 for its First Quarter Meeting at the DOLE-NCR Conference Room. The meeting aimed at forming the Council’s Organizational Structure and sub-committees as a result of the Work Plan adopted by the body during CITC’s Strategic Planning during October 2017.
During the meeting, members were grouped according to the two mechanisms identified in the Council’s Action Plan namely the (1) enforcement of construction statutory requirements, and (2) development of human capital through capacity-building programs.
Members from the first group presented measures to monitor contractors’ licensing and report unlicensed contractors; construction safety and reporting of and action against unsafe sites; and compliance on wages and social benefits. On the other hand, the second group on capacity building agreed to focus on skills training and certification, values formation and behavioral development, and work ethics seminars, among others, for the workers in the construction industry.
As part of the policy measures under the enforcement action plans, a Round Table Conference pursuant to the Inter-Agency Regional Level Memorandum of Agreement between and among DOLE-NCR, DILG-NCR, DPWH-NCR, and PRC “Strengthening Coordination and Linkages to promote the welfare of the construction workers and the growth of the Construction Industry” now functions as a subcommittee of the NCR-CITC. Building and Business License Officials from NCR LGUs will be invited to attend. It will have its First Quarter Meeting during March 2018.
Also present during the NCR-CITC First Quarter Meeting were representatives from partner agencies from the Department of Trade and Industry (DTI), Department of Interior and Local Government (DILG), and DTI-Construction Manpower Development Foundation.
